John Maynard Keynes is alleged to have said ‘When the facts change, I change my mind — what do you do, sir?’ I am no fan of Keynes generally, but there is something to be said for that pithy ‘second-thoughts’ comment. It pains me to admit it, but the President’s address to the joint session of Congress put me in mind of Keynes’s observation.
