Canadian Prime Minister Justin Trudeau is in a state of desperation. His minority Liberal government has been polling behind Pierre Poilievre’s Conservatives for the better part of two years. They’re down in most opinion polls by 15 to 18 points, and only have the support of 23 to 26 per cent of the Canadian electorate.
